Delegating the NSO Adviser Role in Starfish

Demonstration of the Starfish Role Management (SRM) system's delegation function, which will allow Role Managers to put users into the NSO Adviser role with a one-to-one connection to specific students.

The SRM was previously called the Starfish Role Request System (SRRS).
